Quemuel “Q” Arroyo

Quemuel “Q” Arroyo is a nationally recognized mobility, accessibility, and universal design leader dedicated to creating more inclusive cities and transportation systems. He currently serves as the first Chief Accessibility Officer of the New York State Metropolitan Transportation Authority (MTA), where he leads systemwide efforts to advance accessibility and ensure that millions of riders can navigate New York’s transportation network with greater independence, dignity, and choice.

At the MTA, Q has helped elevate accessibility as a core component of the agency’s capital planning, operations, customer experience, technology, and policy. His work brings together government, advocates, riders, and industry to develop practical solutions that improve transportation for people with disabilities while benefiting all New Yorkers.

Previously, Q served as the first Chief Accessibility Specialist at the New York City Department of Transportation (NYC DOT), helping integrate accessibility and universal design into the nation’s largest municipal transportation agency. He has also held senior leadership roles in the private sector, including serving as Interim President and Global Head of Community at Charge.

A quintessential New Yorker, Q brings both professional expertise and lived experience to his work. He is committed to advancing the principle that accessibility is not a specialized service, but a fundamental part of good public design and civic life.

Q serves as a trustee of New York University (NYU), contributing to the university’s mission and broader civic impact. A lifelong New Yorker who calls Harlem home, he remains deeply connected to the city and its communities. Beyond his professional work, Q enjoys sailing on the Hudson and championing a more accessible, innovative, and inclusive New York City.
